Fundamentally, the U.S. Congress has a systemic bias towards secrecy that tends to get reinforced as time goes on. Government secrecy, political partisanship, and public disillusionment feed off each other in a cycle that protects the status quo and resistants reform. It goes something like this:
Without timely and reliable access to goverment data, innovation is blocked. Organizations are forced to scrape data from thousands of websites in a process that is slow and highly error prone. By the time accurate data is collected and acted upon, it is too late for citizens to get involved with important issues. This problem can be solved if Congress would simply publish their data in a standard format.
