Robert Carr Fund Replenishment

The Robert Carr Civil Society Networks Fund (RCNF) is a pooled funding mechanism that funds global and regional civil society networks working with groups disproportionately affected by HIV including drug users, sex workers, men who have sex with men and transgender people. It specifically funds organisations that are challenging the legal and social barriers that prevent the most marginalised groups from accessing HIV services. The UK Department for International Development (DFID) currently contributes £5m over 3 years to RCNF. Current funding ends in March 2018 and civil society are calling on DFID to double its contribution to RCNF and contribute £10m between 2018-2021.

We are calling on DFID to double funding because:

  • RCNF is currently only able to fund 50% of the quality applications it receives.
  • DFID’s overall funding for HIV declined by 22% between 2012- 2015 (from £416m to £324m). DFID’s funding for civil society working on HIV has been particularly hard hit falling by 83% between 2011 and 2016. An increased pledge of £10m to the RCNF will partially make up for the cuts to DFID’s overall funding for HIV.
  • DFID has committed to the Sustainable Development Goals, which aim to build a world where no one is left behind and to end AIDS by 2030. RCNF uniquely supports Inadequately Served Populations (ISPs) in the global HIV response. ISPs are by definition the furthest left behind. Increasing funding for RCNF is a key way that DFID can both deliver on its promise to leave no one behind and demonstrate continued commitment to the global HIV response.
